About this qualification
CPCWHS1001 is the White Card. The register calls it “the mandatory work health and safety training required prior to undertaking construction work” — you cannot legally work on a construction site in Australia without it.
It is one unit of competency, not a qualification. There is no AQF level, no core and elective split, no packaging rules. It takes most people a day.
Queensland requires it face-to-face. The card is issued by an provider approved by Workplace Health and Safety Queensland, and of the 226 approved providers only 15 are also approved for connected real-time delivery. Nobody can give you a Queensland White Card from a self-paced online course.
The code confusion is real. WorkSafe Queensland's own page still names CPCCWHS1001. That code is superseded — CPCWHS1001 is the current one, and the register records them as equivalent. Both get you the same card. If a provider quotes either code, that is fine.

Commonly held together
A White Card rarely travels alone. These are the tickets construction workers most often hold alongside it — not steps above or below, but the set that gets you onto site and keeps you there.

What it covers
CPCWHS1001 is a single unit of competency. It has no packaging rules, no prerequisites, and no AQF level. Assessment must include practical demonstration, oral and written reporting, and must be observed directly by an assessor — either in person or via audio and visual media in real time. In Queensland, delivery must be face-to-face unless the provider is separately approved for connected real-time delivery.
The five elements of the unit. Each has its own performance criteria on the national register.
- Element 1 Identify health and safety legislative requirements of construction work
- Element 2 Identify construction hazards and risk control measures
- Element 3 Identify health and safety communication and reporting processes
- Element 4 Identify incident and emergency response procedures
- Element 5 Identify and correctly select and fit common personal protective equipment

Frequently asked questions
- Is a White Card from another state valid in Queensland?
- Each state and territory issues its own general construction induction card under its own work health and safety laws, and recognition of interstate cards is not automatic or uniform. Check with Workplace Health and Safety Queensland before relying on a card issued elsewhere.
- Can I do it online?
- Not in Queensland, unless the provider holds separate approval for connected real-time delivery — and only 15 of the 226 approved providers do. A self-paced online course cannot produce a Queensland card.
- CPCWHS1001 or CPCCWHS1001?
- CPCWHS1001 is the current code. CPCCWHS1001 is superseded and the register records them as equivalent. WorkSafe Queensland's page still names the older code. Either will get you the same card.
- Does it expire?
- The unit itself does not expire. Card conditions — including any requirement to have worked in construction recently — are set by each state regulator, so check with WHSQ for the current Queensland position.
- Do I need it if I am an electrician, not a builder?
- Very likely yes. This unit appears in 78 current qualifications and 37 of them are electrotechnology — only 2 are construction qualifications. Anyone entering a construction site needs it, whatever their trade.
