About this qualification

TLILIC0003 covers “the skills and knowledge required to operate a forklift truck safely in accordance with all relevant legislative requirements”.

Read this before you book. The register states it plainly: “Competence in this unit does not in itself result in a HRWL licence to operate this plant.” Completing the unit is a step toward a High Risk Work Licence — the licence itself is issued by your state or territory work health and safety regulator, through their process, on their forms.

In Queensland that is Workplace Health and Safety Queensland. Every state and territory runs its own HRWL scheme, and the assessor who signs you off must be accredited by that regulator, not merely employed by an provider.

The register is precise about what a forklift is: powered, with a mast and elevating load carriage carrying fork arms that raise 900 mm or more above the ground. Pedestrian-operated trucks and pallet trucks are excluded — they need no HRWL.

0Elective Electives

TLILIC0003 is a single unit of competency. Assessment must occur in workplace operational situations, or in simulated workplace operational situations that genuinely reflect them. Assessors must satisfy applicable regulatory requirements, which for high risk work include accreditation by the relevant state or territory work health and safety regulator in addition to the Standards for Registered Training Organisations.

The four elements of the unit. Each has its own performance criteria on the national register.

Frequently asked questions

Does this unit give me a forklift licence?
No, and the register says so directly: competence in this unit does not in itself result in a High Risk Work Licence. The unit is the training and assessment step. The licence is issued by your state or territory WHS regulator — in Queensland, Workplace Health and Safety Queensland — after you apply to them.
Is my licence valid in another state?
High Risk Work Licences are generally recognised across Australia under mutual recognition arrangements, but conditions and renewal differ by jurisdiction. Confirm with the regulator in the state you are moving to before relying on it.
Do I need a licence for a pallet truck?
Not under this unit. The register defines a forklift truck as having a mast and elevating load carriage raising fork arms 900 mm or more above the ground, and explicitly excludes pedestrian-operated trucks and pallet trucks.
How long does it take?
Duration is set by the provider, not the register, and depends heavily on whether you have operated a forklift before. Assessment must happen in real or realistically simulated workplace conditions, which limits how short it can be.
Does it expire?
High Risk Work Licences are issued for a set period and renewed through the regulator. The unit itself does not expire; the licence does. Check your renewal date with the regulator that issued it.
