About this qualification
CPP31318 is for security officers who want to “deepen and broaden their skills and knowledge in security operations and lead security teams in the field”. The occupational titles are the same as Certificate II — security officer, unarmed guard, crowd controller — but the work is supervisory.
It has a hard entry requirement. The register states you “must hold a current Security Officers licensing in the relevant jurisdiction”. You cannot enrol in the abstract; you have to be licensed and working already.
The shift from Certificate II shows in the verbs. Certificate II monitors and controls crowd behaviour; Certificate III coordinates it. Certificate II applies risk assessment; Certificate III determines and implements the response.
Fourteen units, eight core and six electives, of which at least four must come from the qualification's own list. The core adds negotiation, maintaining operational safety of the work environment, and gathering and presenting security information and documentation.

Frequently asked questions
- What is the entry requirement?
- The register states you must hold a current Security Officers licence in the relevant jurisdiction. Which licence class counts, and what “current” means, is determined by the regulator in your state or territory.
- Can I skip Certificate II?
- There is no requirement to hold CPP20218 — the requirement is a current licence. In practice most people reach the licence via Certificate II.
- What does it add over Certificate II?
- Supervision. The core moves from carrying out security tasks to coordinating them, and adds negotiation and formal security documentation.
- Does it change my licence?
- The qualification is training, not a licence. Whether it affects your licence class is a matter for your state or territory regulator.
- Which electives should I choose?
- At least four must come from the qualification's own list. Ask each provider which they actually deliver — the list is broad and no provider offers all of it.
