About this qualification

BSB51319 is for the person who owns the WHS programme rather than helping with it. The register describes individuals “coordinating and maintaining the work health and safety program in an organisation” — supervisors and managers applying “a substantial knowledge base and well-developed skills in a wide variety of WHS contexts”.

Read the core units next to the Certificate IV and the shift is obvious. At Certificate IV you contribute to risk management, incident response and the WHS management system. Here you lead risk management, lead the initial response to and investigation of incidents, and manage consultation and participation processes.

It has hard entry requirements. The register requires all core units of BSB41419 Certificate IV in Work Health and Safety, or mapped equivalents. You cannot start here — and that makes the Certificate IV page worth reading first if you are planning a route.

Ten units, five core and five electives, with at least three electives from Group A.

Frequently asked questions

Can I enrol without the Certificate IV?
No. The register requires all BSB41419 core units, or competencies mapped as equivalent to them. This is one of the clearest entry gates in the Business Services package.
What if I hold an older WHS qualification?
The register accepts equivalent competencies — predecessors to the BSB41419 core units that have been mapped as equivalent. Ask a provider to assess what you hold against that mapping.
How is it different from the Certificate IV?
The verbs. Certificate IV has you contribute to risk management and incident response; the Diploma has you lead them. The Diploma also adds managing consultation and participation processes across an organisation.
Is this qualification required to be a safety manager?
Not by law — the register records no licensing or certification requirements. Employers commonly ask for it, and in some sectors it is effectively expected.
What does it cost and how long does it take?
Both are set by each provider and are not published on the national register.
