About this qualification
S123 is an industry name, not a code on the national register. There is no skill set called S123 and no qualification with that code. It is the shorthand the mining industry uses for three units that supervisors and leading hands are commonly asked to hold: RIIRIS301E, RIIWHS301E and RIICOM301E — S1, S2 and S3.
Because it is not a registered set, no provider can put S123 on its scope. What an provider can hold is the three units individually. 182 providers currently hold all three, and every one of them is approved to deliver and assess, not assess only.
The three do different jobs. S1 is applying risk management processes. S2 is conducting a safety and health investigation after an incident. S3 is communicating information — toolbox talks, shift reports and resolving conflict. Together they cover assessing risk, investigating what went wrong, and telling the crew about it.
The closest registered sets are RIISS00032 Site Health and Safety Coordinator, which carries S2 but not the other two, and RIISS00029 Leading Hand — Coal Mining, which carries S1. Neither is S123. If your site asks for S123, it is asking for the three units.

The three units, and what sits around them
S123 is these three units. Standard 11 is the entry induction below it; the Certificate III is where the units count as credit.

What it covers
S123 is not a registered skill set, so there are no packaging rules. Each of the three units is enrolled and assessed on its own terms, and each produces its own statement of attainment. There is no single certificate called S123. What a site accepts as "S123" is a matter for the site, so confirm which three codes it wants before enrolling.

Frequently asked questions
- Is S123 a real qualification?
- No. It is an industry name for three units — RIIRIS301E, RIIWHS301E and RIICOM301E. There is no skill set or qualification with that code on the national register, and no provider can hold S123 on its scope.
- So what do I actually enrol in?
- The three units, individually. An provider that holds all three can enrol you in all three. You receive a statement of attainment for each.
- How many providers can deliver all three?
- 182 currently can deliver all three units, all of them approved to deliver and assess. Individually the numbers are higher: 401 hold S1, 223 hold S3 and 194 hold S2.
- Is it the same as Standard 11?
- No. Standard 11 is RIISS00034, a registered six-unit skill set, and it is the surface coal mine entry induction. S123 is the supervisor-level set and sits above it.
- Does my site have to accept it?
- That is between you and the site. Because S123 is not a register code, what counts as S123 varies. Confirm the three codes with the site before enrolling.
- Are there entry requirements?
- The register records none for any of the three units. Licensing, legislative and certification requirements vary between states, territories and industry sectors and must be checked with the relevant body.
