About this qualification
RIISS00061 adds high volume road capability to an implementer who already holds the urban and low volume set. Two units: running on-site operations, and implementing traffic management plans on high volume roads.
It is an add-on. On its own it leaves you without the base implementer units — communication, risk management, plan implementation and portable device setup. Hold RIISS00060 or RIISS00055 first.
RIIBEF301D Run on-site operations is the notable addition. High volume road work is not just a bigger version of the same job; the register treats running the site as a distinct competency.
153 providers, against 200 for the urban implementer set.
Roles it maps to
Context described on the national register.
The traffic control ladder

What it covers
Two units of competency, both required. Issued as a statement of attainment rather than a qualification. Designed to be held alongside the urban streets and low volume rural roads implementer set rather than on its own.
Both units are required.
- RIIBEF301D Run on-site operations
- RIIWHS304 Implement traffic management plans on high volume roads

Frequently asked questions
- Can I do just this one?
- You can enrol, but on its own it leaves you without the base implementer units. The register designs these to stack — hold RIISS00060 or RIISS00055 first.
- What counts as a high volume road?
- Road classification is set by the road authority in your state, not by the register.
- What about motorways?
- RIISS00062 Traffic Management Implementer Skill Set for Motorways and Freeways is the next category up, again two units.
- Why does it include running on-site operations?
- RIIBEF301D covers running the site rather than just the traffic. At high volume the register treats that as a separate competency.
- Are there entry requirements?
- The register records none formally for this code, though it assumes the base implementer capability.
