About this qualification
RIISS00058 is the traffic controller ticket for urban streets and low volume rural roads. Three units: communicating in the workplace, controlling traffic with a stop-slow bat, and controlling traffic with portable devices and temporary signs.
The road type matters. This set covers urban and low volume roads only. High volume roads need RIISS00059 on top, and motorways need more again. The register splits them deliberately, because the risk profile is not the same.
It is the busiest set in the family — 3,332 enrolments in 2025, delivered by 228 providers.
Note what is not here: implementing a traffic management plan. A controller works to a plan somebody else wrote. Writing and setting up the plan is RIISS00060 Implementer.
Roles it maps to

The traffic control ladder
Each level adds units rather than replacing them. The road-type sets stack on top of the urban one rather than substituting for it.

Frequently asked questions
- Can I work on a highway with this?
- Not on high volume roads. RIISS00059 Traffic Controller Skill Set for High Volume Roads is a single additional unit that stacks on top of this one. Motorways and freeways need more again.
- How is this different from RIISS00054?
- RIISS00054 is the older, broader Traffic Controller Skill Set — four units, including work safely and follow WHS policies. RIISS00058 is the road-type-specific version at three units. Ask the provider which one the road authority in your state expects.
- Are there entry requirements?
- The register records none. Road authorities and principal contractors set their own requirements, and many expect the road labourer set or equivalent site experience first.
- Does it cover writing the traffic plan?
- No. A controller works to a plan. Implementing and setting up plans is RIISS00060; designing them is RIISS00056.
- Does it expire?
- The statement of attainment does not expire. Road authority accreditation schemes often do, and they differ by state — check with the authority you will be working under.
