About this qualification
RIISS00060 is where you stop working to somebody else's plan and start putting it on the ground. Four units: communicating in the workplace, applying risk management processes, implementing traffic management plans, and positioning, setting up and programming portable traffic control devices.
3,850 enrolments in 2025 — the highest of any skill set in the traffic family, ahead even of the controller set.
The jump from controller is real. RIIRIS301E Apply risk management processes is the unit that marks it: an implementer is expected to assess the site, not just stand in it.
As with the controller family, this covers urban streets and low volume rural roads. High volume roads add RIISS00061; motorways and freeways add RIISS00062. Each stacks rather than replaces.

Frequently asked questions
- What does an implementer do that a controller does not?
- Sets the work zone up. A controller directs traffic within a zone already established to a plan; an implementer puts that plan on the ground and applies risk management to the site.
- How is this different from RIISS00055?
- RIISS00055 is the older, broader implementer set at five units, including work safely and follow WHS policies. RIISS00060 is the road-type-specific version at four. Ask which one your road authority expects.
- What about high volume roads and motorways?
- RIISS00061 adds high volume roads, RIISS00062 adds motorways and freeways. Both stack on top of this set rather than replacing it.
- Do I need the controller ticket first?
- The register sets no formal prerequisite, but the progression assumes it and most employers expect it. Ask the provider how they handle someone coming in cold.
- Does it cover designing the plan?
- No. Preparing traffic management plans and traffic guidance schemes is RIISS00056 Traffic Management Designer.
