About this qualification

RII60726 is the current Advanced Diploma of Surface Coal Mining Management, released on 17 March 2026. The register describes “mine managers or mining engineering managers, who perform complex, non-routine tasks involving strategic and planning activities for open cut coal mines”, responsible for “establishing and maintaining operational systems and plans, including safety and health, environmental and management systems”.

It replaced RII60720, and the national register records the two as equivalent. Almost nothing changed in structure: same title, same description, same 13 units made up of 8 core and 5 electives, same elective rules. What moved was at unit level — one core unit rewritten from a blasting system to an explosives safety and security management system, and the business electives recoded to current BSB units.

If you hold RII60720, you do not need this. If you are enrolling now, this is the one.

For a Queensland surface site senior executive at a coal mine, RSHQ names experience, a statutory legislation exam set by the Board of Examiners, and RIIRIS601E or equivalent — a core unit of this qualification.

Roles it maps to

Open cut coal sits under the Coal Mining Safety and Health Act 1999 and a separate competency list from mineral mining and quarrying — see RSHQ coal competencies.

Frequently asked questions

I hold RII60720 — do I need to do this one?
No. A qualification that has been issued stays issued, and the register records RII60726 as equivalent to RII60720. Supersession applies to what providers can deliver, not to certificates already awarded.
What actually changed from RII60720?
One core unit: RIIBLA602D “Establish and maintain a blasting system” became RIIBLA602E “Establish and maintain explosives safety and security management systems”. One Group A elective was recoded, a duplicate was removed from Group A, and the seven BSB electives were brought up to current BSB codes. Nothing structural.
Does this make me a coal mine manager?
No — the qualification and the statutory appointment are separate. In Queensland a Surface Mine Manager (Coal) holds a certificate of competency issued by the Board of Examiners, together with the practising certificate the Board requires. Check the current list with RSHQ.
Can I get RII60726 through RPL?
Often, yes, and people at this level usually have substantial evidence. Whether RPL is offered is decided by each provider.
What does it cost and how long does it take?
Both are set by each provider and are not published on the national register.

Apply for a Statutory Notice

Statutory safety roles at a coal mine require a certificate of competency or a notice, assessed by the Board of Examiners under the Coal Mining Safety and Health Act 1999. Holders working in statutory positions must also carry a current practising certificate. Applications are made through the RSHQ Portal.
