About this qualification
BSB40420 is the working HR qualification. The register names the roles plainly — Human Resources Officer, Human Resources Coordinator, Payroll Officer — and makes a shrewd observation: “some smaller organisations may require employees to work across all aspects of human resources”, while in larger ones you may support a single function.
Twelve units, six core: administering performance development, supporting employee and industrial relations, supporting learning and development, coordinating recruitment and onboarding, supporting HR functions and processes, and implementing and monitoring WHS policies.
BSBWHS411 being core is worth noting. Work health and safety sits inside the HR qualification, because in most organisations that is where the responsibility lands.
Only 114 providers deliver it — a much smaller field than the 675 offering leadership and management, despite HR being a comparably common career.

Frequently asked questions
- Is this enough to work in HR?
- It is the standard entry qualification for HR officer and coordinator roles. Larger organisations may want a degree for advisory or business-partner positions; smaller ones often value the practical coverage this gives.
- Why is a WHS unit in the core?
- Because in most organisations WHS administration sits with HR. BSBWHS411 Implement and monitor WHS policies, procedures and programs is core, not elective.
- Does it cover payroll?
- The register names Payroll Officer as a related role, and payroll units sit in the elective bank rather than the core. If payroll is your target, ask a provider which six electives they package.
- Are there entry requirements?
- No. The register records entry requirements for BSB40420 as Nil.
- What does it cost and how long does it take?
- Both are set by each provider and are not published on the national register.
